It totally makes sense to me. The town has basically been in hibernation mode since the Crestfallen witches abandoned it. Now that a witch has officially laid claim to it, it is waking back up, resuming it’s previously programmed functions.
The town “restarting” might be an affect of Valentine returning. As some might remember, he was one of the pioneer witches that floated the town from Europe to the New World as seen in the second volume. His still being alive might also be the reason why the ogres and goblins and the food conjuring water table are still around. He was a member of the crestfallen coven (also the dude the statue in the middle of town depicts) and so the creatures and stuff still exist. That’s all my speculation, so…
I’d say I’ve spotted a reasonably subtle Calvin & Hobbes allusion in this one.
Whaaa-? I looked now for a good whole 3 MINUTES, (I KNOW!) and I can’t find it. 🙁

Really dislike the “pissing calvins” things. But it’s uncommon over here.
The image of Calvin in that “piddling picture” was originally an image of Calvin filling up a water balloon I believe.
Anyway, what I should be mentioning here is how gorgeous I think the sprawling vista of Crestfallen looks in this page. ‘Tis a thing of beauty indeed!
